Are these in game or will be in game? or they never made it back?

They were both carry-overs from Arma, I believe via the Mod. They were likely left in as filler until other vests could be created and added to the game.

 

The wiki page claims that these are still in the game files, but I'm not sure if that's true anymore. I have no way of confirming it though.

That tactical one was in the game before, they removed it because it had clipping issues. The first one is to be implemented.

Not so sure about the ballistic vest. It's been in and out of the game files a number of times now.

Never played Arma, but do these vest provide protection over storage?

I would like a vest for good protection and less storage, and one with medium protection and medium sotrage

The top one is a ballistic vest... but it's also got MOLLE all over it so you could probably make it into a protective and high capacity vest - possibly even better than the SMERSH (minus the backpack.)
