Need some way to identify players

Was killed last night in Elektro by a hacker.  I was in a stairwell with all doors closed when all of a sudden "you are dead".  The hacker then proceeds to tell my two buddies to leave the server or they're next and acknowledged them by name.  

How are we supposed to get these people banned if they are allowed to do this anonymously?

Suggested many times in the past and will not solve the problem while at the same time leaving the doors wide open to abuse and/or players being unjustly accused.
