If so, where the hell do I find them?

Helicopter crash sites. Unconfirmed if the dynamic ones spawn them, but I believe so. Static ones would have the 2% chance to spawn them, but the spawns on the static chopper are having issues in this patch.

The vests are only spawning at the static sites.  The problem with their spawning, though, is that it does not spawn at server start, and only through the loot respawn mechanic. 

 

Somebody from Reddit explains this.

 

You have to pick up an item in the respawn bubble. In any of the spawn points in this bubble one item does respawn. Which spawnpoint is random. IF an item spawns in the right point, chance is definded as "0.02". Which is 2 %, but it could spawn as one 1 of 91 differnet items in this special spot.

For example, if there are 200 spawnpoints in this bubble (wich are only a few houses and barns), it would be 2% / 200 / 91 ~ 0,00011 % (probability theory is way more complex, but this example just does the job).

So its extremly rare.
