If you run so low on inventory that you NEED a backpack to stash some of the access, then it just goes to show that we should spawn without a backpack so that people can learn how to loot properly. It's another one of the rare, useless items in this game that gets very little love, and would make an excellent upgrade over the vest pouch for the beginning player.
