Global chat can be enabled intentionally?

Some kid on the server i was playing on today was using global voice comms somehow, he was telling everyone to meet him in Solnichiny and to give him gear. He knew how to get on global (as made obvious by his "No rule that says I cant spam global scrubs", is this a new bug?

It looks like I will have to rent one now too. I will play some nice audio for all to hear.. but randomly. Not constant.

He was an admin? Oh god.... I can mute him just fine, but do these admins have any extremely abusive tools at their hands? Like teleporting and such?

 

EDIT: This kid was not an admin, according to the server message there are only two, neither matching his name. Definitely something to worry about.
