Why am I getting bad fps?

I just started playing dayZ again and I don't get the fps I would like. I am getting around 20-25 in a city/town and 40 in the wilderness.

My current specs are:

GTX 650Ti 2gb 

AMD-FX 6300

8GB Ram

 

Is there a reason why I get bad fps in cities?

Background programs? GPU over heating? Out dated drivers?

Are we actually talking about the mod here? If so, what mod are you playing? Have you tried different mods? Vanilla DayZ (currently 1.8.0.3) is fairly well optimised and most servers out there that restart regularly will give you good FPS.

I have played both the regular dayZ mod and Epoch and I get the fps as I stated above on both.

Drivers are updated, my GPU runs at around 35 degrees celcius, very few programs running in the background (mainly just raidcall and sometimes google chrome)
