Can't get more fps, tried everything

Hi everyone, i bought the game 3 dayz ago and i'm looking for some settings to increase my fps. I've tried really everything. No matter which resolution, video settings, steam launch parameters i use, i always get around 20 fps when looking at the trees, and up to 60 fps if i look at the ground :/ got the latest drivers, got my cores unparked, but i can't get any boost. For example if i use "-winxp" i get 20-22 fps, i tried adding "-maxMem", "-maxVram", "-cpuCount", "exThreads" but nope. Pls HALP.

"-skipIntro -high -nosplash -world=empty -winxp -maxMem=8191 -maxVram=1023 -cpuCount=4 -exThreads=4"

-8Gb Ram
-Intel i5 @ 3.20 GHz

-Windows 7 64-bit
-Nvidia GeForce GT 220 1Gb Dedicated Memory

Bottleneck GPU

What CPU is it? There are 2 and 4 core i5s, if it's a 2 core ( with HT maybe? ) then you have another bottleneck. That doesn't matter since your GPU is too weak and outdated anyway.

Which GPU could i buy?
NVIDIA GeForce GT 650 (Ti/Boost?) could fix this problem?
How about the CPU? I think mine is a dual core :C
So, which CPU should i buy? Don't wanna spend too much :/
