Nobody knows.

It's not that likely to happen before release though, so I wouldn't hold my breath.

 

EDIT:

 Ignore me, I'm daft. I was thinking of something else while reading, then thought I had read a question on 'when mods will be allowed'. Silly me.

I have no idea about private hives.

Not as soon as you would like but sooner than you expect.
