If they are unarmed and don't have a pack on I don't even waste my time. It's stupid to unless they attack you. I just tell them to stop and then say something like "Get the fuck outta here you little shit! You don't have anything. Run away or i'll rethink my decision" and leave it at that. Especially if we're nowhere near any loot.
