Hello and welcome to the forums.

 

You can not play the mod for free. However - you can use ARMA 2: FREE and Operation Arrowhead to save a bit of money, even though that will give you horrible textures.

 

There was a sale not too long ago, where you could have grabbed an entire bundle of BI-Games including everything you need to play the mod for as little as 6$.
