You can only shoot someone from hip fire only when he is 5 METERS OR CLOSER TO YOU.

 

Jesus. I do not reccomend anyone to shoot any guns from the hip if the target is not closer then 20 meters. Even inside building's.

yes. its a bit different than how the 3pp was in the mod. I'm not sure exactly to what extent though. As others have said, experiment. in my experience its accurate enough but I dont like to leave things to chance.

I can understand firing on the move, when running from zombies, in a panic. Still stupid, but one may choose to give up to panic and waste some ammo to MAYBE kill one of 20 zombies running after him-her.

100% sure. I've got even sticker on my screen from dayz mod times, that allow me to measure range on players without any in-game items.
