A possible way to get rid of the hackers?

When one of your games on Steam gets banned, you are simply not allowed to buy a new one.

 

A "hacker" (or in other words, a kid using a script made by someone else) will get banned sooner or later, which means that he won't be able to buy a new copy of the game.

The reason why all "hackers" kept coming back is because you could find a lot of Arma II keys that had nothing to do with Steam. The game was sold on other websites, like Green Man Gaming and Gamer's Gate. They could just change the key in registry (this is hard with Steam, it automatically changes the key back to original one) and continue playing through DayZ Commander.

Limit Dayz to Steam and I think it will root out most of the hackers.

What prevents them from making a new steam account?

Like I said before....they could just make another account and buy it again. Yet, $30 for a day of hacking is dumb although cheating is dumb in general but kids will be kids. They will continue to use there parent's credit card.

DayZ is actually limited to Steam and you can not purchase it twice. However cheaters can, as mentioned above, simply create a new steam account - they have to re-purchase the game at full price again, though.

Yeah, true that, but there's another reason why DayZ mod "hackers" kept coming back.

That's $1-$3 Arma II keys that were made available on the net. I doubt that a hacker would spend $30 just so he can continue hacking and again get banned in a day.
Besides, even then, those with lots of money to waste would be extremely rare. Way better than how it's now.
