Will I be able to host a public hive SA server?

I'm currently purchasing a dedicated server from hfbservers.com and was wondering if I'd be able to host a standalone server on it? It's still not clear to me whether or not Rocket plans on restricting access to SA servers in the way Call of Duty and Battlefield 3 do.

They have said they will definitely allow people to host their own servers whether that is the case initially though remains to be seen.
