He has no control over Global Bans by BattlEye.The mods on these forums are also powerless, as all they can do is moderate this forum, by locking/moving/editing posts/threads and banning those violating the forum rules.If you want to make a ban appeal on your Global Ban, please contact BattlEye, and wait for their response.If you cannot do one or the other, then there is no chance for you and frankly, should find another game to play.http://www.battleye.com/support.html - Information on how to appeal to Global Bans. I'd advise you to use Google Translator if you don't know English, but I'm pretty sure you do, since you managed to post in the right sub-category and all.
