probably the biggest reason they are not in is because they are custom made vehicles. Made by players not developers.

I was picturing them as a static item, moored a short distance off shore. You could park a PBX or something at it or land a Heli on the pad.

perhaps a few fishing trawlers in the docks? a cargo ship? Some moored further out for possible homes / bases?

All player accessible, offering more for players to do in towns / cities.
