Found defect Night Vision goggles?!?!

I played on Namalsk. Looted one of these military trucks that are lying on the side. Found the first Night Vision googles in this game... And these are defect? There is a red cross and in the description it says they probably get destroyed by an emp or something. I can wear them but they won't work.

What is this sorcery? Never saw such a thing, googled and can't find anything regarding this. Whats going on? I want my NVgs :-(

Found "Broken GPS" with the same description. wish we could fix these items!

Someone in another thread mentioned it would be possible with scrap metal. I got toolbox, scrap metal and the broken thing but it doesn't seem to be fixable or I don't know how.

Seriously I didn't see it. I saw and read some of the thread but not the whole thing where its explained you can't repair atm. So i googled and found nothing.
