Someone told me that every time a different player goes to a helicopter crash site new loot spawns there? I havent really found that to be the case, can anyone explain how the respawning occurs?

So I have 10rnd .22 clip and to doesnt seem to attatch to my pistol and any ideas what could be the problem? I'm dragging the clip in my inventory to my pistol which is also in my inventory and it shows red
