First thing to do is validate the integrity of your Game Cache with the Steam tool provided. Where are you and which language are you using in-game ? I'm not sure about the Steam addition but some localized editions are hard set. German is german/Russian is russian and the only way to turn the game into English is to use a mod/PBO which will be rejected by servers. Never heard of the problem myself so, good luck with that...

Duck knows,,,try running ArmAII/ CO in vanilla without any Mods or beta's and connect to a server running a clean game (green light). STEAM ? verify integrity of game cache. BE has been updating quite a bit these last few days, btw.
