Option #20 was introduced with 1.7.6 DayZ build. It was set by default to "scroll lock" with 1.7.5, I believe. If server is running 1.7.6 or later you need to set as described above.

It does sound like a PSU problem even though 550W should be enough. I have had one of the PSU rails die on me before and it just happened to be the GPU line. Not sure but try this / that : turn off power saving and or hyper threading in the options or bios settings. I do not have a lap-top so this may not help but give it a try and see what happens.
