They're rare statistically but there are a load of loot spawn points at hospitals so you actually have a pretty good chance of finding them.

I think your best bet is offering it to someone well geared and is currently sick. They would probably trade since they want to keep their character.

But with the amount of heat packs lying around, chances of you finding someone in that situation are probably slim.

i was sick only once..i died near cherno hospital and from that day i always carry a heatpack and if i have to i light a fire...or just wait in a shack that it stops raining
