Ride Motorbike - Characters Frozen

I fueled up a motorbike and took it for a spin. In any city, the zeds would not spawn until I hopped off the bike, even at a heli crash @ the NW airfield. In Novy there was a player character just standing in the open, frozen in place. The same thing happened in Elektro where I saw two more players frozen like that. In both cases I got off the bike and said something over direct comm, but their skeletons just stood there. The zeds chased me, but ignored the frozen players.

Has this happened to anyone else?
