What is the general rule?

I was raiding the airfield and while in the fire station a player just appeared.... Once the player moved i opened fired on him/her.. They disconnected before their death..... I proceeded to the barracks... Opened last door and there was a guy picking up gear... I put two in his back and he died....

Do you shot hopers on site or try to be friendly?

I am a server hoper, in that I hope the server I am joining is not going to completely suck.

If it does - which normally is the case at first - then I HOP over to another one.

There is no general rule. Some people play by the golden rule, and some don't care. To answer your last question: When I encounter a player I try to be friendly. It's not for me to say how they got there.
