Most nvgs can work in complete darkness as they have secondary IR illuminators that act as flashlights to nvgs but are not visible to naked eye....

AN/PVS-14 (Military) does have an IR flash but you have to twist and hold the toggle to keep it on, so really it is used more for signaling. Some headlamps have IR lights that simply shine IR, but these would be hard to find. Some weapons come with Surefire IR lamps but they are hard to find as well. There are some hybrid (night vision and thermal) NVGs around but I have only seen one or two pair and thus, hard to find.

Yes maybe there should be different generation nvg(except the hybrid). This would mean having the IR lamp kind would make you more visible to other nvg users. So you would keep looking for that 3rd gen nvg.

Also batteries which rocket already plans to do.
