For a zombie post appcalyptic survival simulator spawning zombies don't fit in. There should be a set zombie population for the whole map, once the number gets low they spawn from remote locations or something similar. If not once the zombie population reaches 0 you unlock maybe another city you can fly to or an island? Just thinking out loud.

1- They should keep spawning. If you want to create your base, go somewhere far from where zombies are. Find a good hiding spot.

2- I do agree zombies should not be aggroed directly to you, but zombies should definitely be attracted to your direction, even from farther away. Not necessarily directly to you, but in your general direction
