-Yes, and it will regain slowly with time.

-There is like "dayz debug" in gameplay options... as default it wont show the box. If you change it to debug it will show the debug monitor but your icons wont work. You dont need the monitor so let it be default..

But if necessarily have to see the monitor you have to turn it on everytime you start the game.

Now we have that out of the way, if you look at the first Post in the latest DayZ build you will see that the debug monitor is broken.

Also, knife, axe and matches + runny babbit will keep you alive.

When I start out on a looting mission I pack 3 cooked steaks, one in the inventory and two in my backpack, because them Infected keep on hitting me, without reason.

And before you ask, Yes tents do work, it's a bit hit or miss but the basics work, now & again.
