Add more zombies reduce their agro abilities.

Zombies in the woods would be cool, but only if they move in big(ish) packs. If you see 10 zombies off in the distance shamabiling somewhere you can get out of the way. One could just sneak up on you and it would feel cheap.

Maybe zombies should drop for a while when not shot in the head, but get up again?

Just make it so you have to headshot the zombies to kill them. Solves everything.
