By starter weapon I'm assuming you mean the first weapon you want to find rather than have when you fresh spawn in,

In this case is an axe, always an axe. Although I never PVP so for me the axe allows me to kill zeds quietly, not worry about ammo, and it's pretty powerful. Downside is anyone who wants to PVP me will kill me.
