US #500 Question - Really No PvP?

First off, I understand a lot of people think PvP is the most important aspect of the game. I understand and respect that but, well, I don't tell you how you should enjoy the game, please show me the same courtesy. :)

I found a beginner server (US 500) today which claims No PvP in the title. I've not run across many of these servers and basically am wondering if this is legitimately no PvP or if it's "PvP is discouraged but you could still very easily be capped in the ass."

I like the idea of setting up a camp, scavenging for supplies, etc. and going to the coast to help newbies, meet people, etc. But any social interaction in this game is nearly impossible since literally 100% of the other players I have run into have killed me on sight. Is US 500 actually a no PvP server in the sense that even if a player shot at me I would not take damage or is it merely a "Hey guys, don't PvP . . . but, you know, we can't really stop you" sort of a scenario?

50.97.201.59:2502 is the server since I see a few 500s.

It's a "Hey guys, don't PVP please, although if you choose to, there's nothing we can do" thing UNLESS this server is private hive.

The 500's belong to Multiplay who unfortunately think they are exempt from the server naming convention and/or are too lazy to actually set their clients up correctly. Don't worry though, that will be corrected soon ;)
