Its not currently a usable item in dayz and has to be spawned in by a hacker. Speculation is that it will be used later on for underground bases!

No it's a hacked in item, it was meant to be used and maybe some time in the future but at the moment you can only get it from spawning it in, it also has no current use so there isn't a point in having it.
