A quote went along the lines of: "It seems silly to for a game that was born as a mod not to support mods." New maps will be purchasable, he's confirmed that for sure. The hope is to allow the game to be modded since it was born from a mod, but I am fine with the initial restriction if it actually cuts down on the skiddies.
