Rocket said that he'd like DayZ stand alone to be moddable in parts. A quote went along the lines of: "It seems silly to for a game that was born as a mod not to support mods." New maps will be purchasable, he's confirmed that for sure.

From the interviews I have read it will be locked down to begin with to combat scripting and other problems. The hope is to allow the game to be modded since it was born from a mod, but I am fine with the initial restriction if it actually cuts down on the skiddies.
