Can all helicopters be repaired?

Today I found a helicopter crash site, but I cannot enter the helicopter or do anything to it, its just like one out of all these broken cars you see and cant do anything with. It has weapons and ammo spawning around it. Very thankfull for answer.

Crashed helicopter sites cannot be repaired.
