Will having the wrong beta patch stick me on loading?

Say I am running version 96061 and I join a server that is running 95417.

Will this get me stuck on loading?

Speaking from personal experience you get stuck on loading when attempting to join a server with a lower version than the one you currently are using. Make sure to check the version the server is running before you load in and this should stop happening for the most part. Also be a little patient give it a minute or two as some servers load a little slower.

With a few exceptions (1.61 / 1.62 beta versions) the beta patches are generally backwards compatible but there are definitely some quirks between versions. I have my suspicions that an incompatibility exists between server / client beta versions which is causing players trying to join certain servers to spawn on the beach with all gear they had previously. It's happened to me several times and always when I joined some random server that I did not normally play on. Unfortunately, with so many possible combinations of client / server / beta / mod it is nearly impossible to nail down which combination of versions could be causing this.
