How do I use a radio?

My buddy found a radio from a dead body, we have no clue what is does, or how to use it.

From what I understand it can be used to listen to a broadcast on Green Mountain. It's supposed to start broadcasting after some spending some time there, but I was up there for 20 minutes and all I got from my radio was a slap in the face.
