Why do servers lock up randomly?

Every now and then some servers become locked so that you can't join them, why does this happen? It's annoying because you can't sometimes join a server with your friend in it, because it locks up after they join it.

They usually lock they just before a reset. It saves people waiting for ages to get in, feeding their character its last tin of food, then having to do it all again on another server.

My recollection is that if players joined immediately after a reset, during script loading, certain scripts could get interrupted and never load... Like vehicle scripts.

If locks are short, it's usually to slow the rush of connection spamming users. The net code here works but by most accounts is creaky and not particularly robust.
