Global Ban question

My original steam account was global banned for whatever reason.

I come back, create a new steam account..re-buy the game...Global ban.

What gives?

I was banned for picking up spawned weapons I assume. I bought the game again to play again, with a fresh cd-key, it was saying I was still banned,

Anyway, i got it running.
