Civilian Cloths?

I found some Civilian cloths and I don't know how to put them on, everytime I do it from my gear, It like teleports me underwater, then back where I was. Could you please help? Thanks.

Yup civilian clothes are the default skin, only get the civi item when you put on another skin.

Somebody found a ghillie or camo and left undies behind I'd say.

Once you swap into either of the above, civ clothing is becomes an item in your inventory.

Also, civ clothing can change your backpack. I tried it on and ended up with a coyote backpack again. Fortunately, I don't think I lost anything much.
