Honestly?

I normally do help people out, but in this case, with extremely low blood on top of a broken bone, I would go onto direct communication and tell him,

"Listen man, you've got really low blood, and you have broken bones. I only carry enough medical supplies on my person to take care of myself, and you're in pretty bad shape. Do you know where we are right now? Remember this spot. I'm going to put you down, but I wont take your stuff. Come back here and find it. That's the best I can do."

If it's a rare occasion where I have multiples of every medical supply I need, I would help him out. The hard truth is that, while I wont be cruel to him, I'm also not going to jeopardize my own life by saving him with supplies that I might need to save myself. I've saved people before, but that's when they specifically request it ahead of time, and I could prepare (supplies-wise) beforehand.

You can't transfuse yourself. 300 blood or 11000 blood, one blood bag still heals to full. Two morphine is all you ever need, and it aint rare.

I don't want a loud, bulky gun that I'm never going to use. Also there's no mention of the person even having ammo for it.

As long as he has a mic, I'd heal him and tell him to keep the gun and possibly tag along with me.

If he has no mic and is just a mute I'd just walk away.
