Bugged vehicles, need help!

I have been comming across alot of vehicles lately that i cannot enter, only save. I found a helicopter the other day and i was able to get into every position in it except the pilot,. Next day i came across 2 vehicles on a hill and it only gave me the save only option. I dont get why it wont let me in the vehicles, but yet i see so many people in vehicles, i have been in vehicles before , its not that i dont know how to get in them, it wont let me in or give the option. PLEASE HELP

Probably a hackers vehcile, someone was complaining about this happening to them on a black SUV earlier
