Boats Spawning on Shore

We finally got 2 boats to spawn on our server but they spawned in super shallow water and wont move when we try and drive them out of it.

How can we get these boats into the water more so they can be used?

push them by running into them

or get a vehicle and push them that way

or when its raining / stormy the waves are bigger and you might be able to move it then
