If a vehicle is destroyed how long does it take to respawn?

At the moment there is a chopper in the water on a server and its in fixed state, but when you get in and start it it blows up and is destroyed. The server happens to restart every 4 hours and when it does, the chopper appears fixed in the water again........

Does the vehicle need more than 4 hours once destroyed to respawn at an original spawn point?

Someone has saved it in that state, I don't think server resets will help it.

A hacker spawned a bus on the island where the chopper spawns on a server I frequent. Every time I go there it is in a repaired state (even though I destroyed it every time).

what i want to know is even if a vehicle is saved, when it is destroyed shouldnt it respawn at an original spawn point after a set time?, what is this set time?

Well I thought a server restart would put the vehicle back to its original spawn... hmm wierd

According to wiki:

If a vehicle is unused, bugged or left, it will respawn after a minimum of 7 days.
