you can also access the list from your map-screen, even if you don't have a map.

Just click on "players" on the list to the left, when you are in your map screen. :)

Another question. Is there a built-in frame per second tool? Or do i need a 3rd-party tool to know my fps in-game?

There's some benchmarks in the scenarios that will tell you your FPS. But for real-time FPS in DayZ, you will need a something like fraps.
