Interacting with vehicles

My question is, to interact with vehicles do you have to have something for the vehicle in inventory? Seen 2 now and couldnt...

You just need to enter it as the driver and see what needs to be repaired on the top left display.

NOTE: If you can't enter the vehicle, then it's non-repairable.

Some cars are just totally burned out and fucked... those can't be fixed.

You know the Skoda or whatever its called up at Stary Sober Mil base? Thats one Ive had trouble with before and it never seems to want me in it? Never want to hang around to much myself either!

If you talking about the bolue car at the mil camp at stary - i dont think this car is usable at all. It looks simmilar to gaz but it not accessible.
