Not everyone is a duper/cheater. Visit any decent sized clans camp and you'll find a lot more than this.Except GPS's don't spawn on heli crashes, but FALS are extremely common. Being so close to Stary they likely get into a lot of firefights which would lend them more gear(gps,) alongside what they will be looting from the tents.
