Do downed helicopters respawn without a restart (not the loot)

Is it a 100% undeniable truth that Downed Helicopters only respawn upon a server restart?

(as in the heli itself, loot only spawns once per heli, that has been covered time and time again)

Reason for me asking is i've come across a few (no naming and shaming) servers that have no scheduled restarts, meaning a server admin has to be present

for a restart to happen, wouldn't that give them an unfair advantage over everyone else because they know for certain noone else will have gotten to the helicopters prior to their login?

Yes, they only respawn on a restart, there are still what 5 heli spawns at a possible 50 or so locations? Would still take a while to check each one.

true point, but as a group with several vehicles, who knows

and even i it is a bit of a long shot, it still means that there is a clear cut advantage to be playing at the same time as admins then any other time

kinda narrows the playtime per day really, want to play late at night? tough shit, admins have logged off, servers dont reset and pretty much every heli is looted

Scheduled restarts offer the same advantage. You know for sure when there will be a respawn. Besides can't an admin restart the server whenever he wants? So in theory there can be scheduled restarts and a manual restart when the admin comes back on if they want.

Atleast with scheduled restarts everyone knows when it restarts, at the whim of an admin it's like playing musical chairs when one of the players already knows beforehand when to sit down

on second thought tho that analogy is a bit crap since everyone would know when to sit down with scheduled resets, either way, it brings the restarts to a more equal chance level, rather then having to play after someone elses habits
