Why do my barracks drops always suck ass?

I'd say bad lick... Even if there are server hoppers, when they leave the server which would make it so there are no players in the barracks zone. Thus a respawn should happen pretty quickly, or instantly?

Stuff will only respawn after everything is taken from inside the barracks. That includes empty cans and all. Just pick up everything from inside the barracks dump it all outside behind them run at least 30m away wait on respawn. Repeat. Before u know it you'll end up with a pile of stuff behind it. Had some pretty awesome stuff in a pile last night, just didn't need any of it as I already had gear and server restart ate it all.
