I think Zombies spawn when players are nearby. So yes, I think the town will be most likely empty if there are few to no zombies.

If you're a ways off from a town and there are zombies spawning then it means there is another player roaming about.

Yup. I believe the wiki says if you're within 400m, then zombies spawn. Don't quote me though. But if there is no activity, there are no players.
