Try:

Video memory setting 'Default'

AA Disabled

Post processing effects - Off

Shadow setting High or Very High all settings over normal will run on GPU insted of CPU or turn it off..

mouse smoothing in controle turn off that would also help.

textur and terrain detail put them on High better fore your cpu..

your computer is not that big so your settings must be set just right to get the best out of the game.

It's not lag, it's low fps. Lower your shading and maybe object details a a bit.

What are your current settings?

It's your CPU. I'm mainly an ARMA player and I always used to have low FPS in big cities until I upgraded from a similar CPU to an i5 2500K. Setting everything to very low would give me a 2-3 fps boost at most so my 6870 wasn't the bottleneck, it was the CPU. For some reason the game is very demanding on the CPU when there are a lot of big enterable buildings around.
