Server Losing Items

Yes I run a dayz server, and I login to admin using #login password , and using #restart to restart the server. But my issue is every time I restart the server I lose items like tents are either gone or the items in the tents are gone, and vehicles that was found and saved are also gone. Any ideas why this is happening?

Because it's more important to make the game harder for players than it is to focus on the core game-breaking bugs like items in tents disappearing.
