Two weapons from a barn with no ammo

I am surprised that I found a revolver and a double barrel but no ammo at all, is that even normal?

Usually I always found ammo with any guns, which today didn't happen.

Either someone else picked up the ammo and left the guns, or it's a natural dice roll. Also check the surrounding fields for goats, I hear they eat the smaller loot items.
