So, I was exploring the areas around Stary for some mid-evening PVP action and I came across a tent. In the tent was an AKM, MK 48 Mod 0, a pair of NVGs and, lo and behold, a radio. I took the NVGs and the radio. I ask you, will I be banned for picking it up/keeping it on me?

I have never seen a radio. Pretty cool find. Maybe eventually you will be able to use it to privately talk to people like friends and such.
